The City of Riverside is the historic heart of the Inland Empire: Victorian and Craftsman homes near downtown, citrus-era streets, hillside views and newer planned neighborhoods. This page covers the city itself; for the wider county, see our Riverside County guide. Choice of America helps Riverside buyers and sellers price and plan street by street.

What moves value in the City of Riverside
Historic districts and conservation areas. Riverside has many designated historic districts and neighborhood conservation areas, including Mount Rubidoux, North Hill, Heritage Square, Palm Heights and the Wood Streets conservation area. Changes to properties in these areas can need a Certificate of Appropriateness, and eligible owners may apply for the city's Mills Act program. Original details and well-done restorations add value buyers will pay for.
City utilities. Much of the city is served by Riverside Public Utilities, the city's own electric and water utility. Buyers comparing Inland Empire cities should ask for recent utility bills along with tax and HOA figures.
School district assignment. Riverside Unified serves a large part of the city and Alvord Unified serves the western portion, according to the City of Riverside; a few edges fall in other districts. Confirm the assigned schools for each address.
Access and amenities. UC Riverside, downtown, Mount Rubidoux, Metrolink stations and the SR-91, SR-60 and I-215 shape demand. See Market Data for Riverside County trends.
Condition and permits. Older homes vary widely in foundation, plumbing, electrical and past remodels. Permit history and inspections often explain price differences between similar homes.
Buying a home in Riverside: our checklist
- Confirm jurisdiction, school district and historic status for the exact address.
- Read the district design guidelines before planning changes to a historic or conservation-area home.
- Inspect older homes thoroughly: foundation, sewer lateral, electrical, plumbing and roof.
- Total the monthly cost, including tax, any HOA or special tax, insurance and utilities.
- For rentals near UCR, verify rents, leases, permits and occupancy rules.
- Check first-time buyer options in our first-time buyer guide.
Selling a home in Riverside: our checklist
- Price from homes of the same neighborhood and era, not just square footage.
- Tell the home's story. Historic architecture, restorations and permitted updates are selling points; document them.
- Prepare disclosures, permits and any Mills Act or historic approvals before listing.
- Fix inspection items buyers will find, or price them in and disclose them clearly.
- Consider a rate buydown when it lowers the buyer's payment more than a price cut would.
